La Open Society Foundations fue creada en 1993 para apoyar a la Fundación Soros en el centro, este de Europa y en la Unión soviética. Desde su comienzo. En 1996 comenzaron programas en Estados Unidos, atendiendo a adultos mayores, cambiando el sistema de justicia y retando las leyes migratorias. En ese año Baltimore fue seleccionado para un proyecto comprensivo que llegara a las raíces de la pobreza y la injusticia. Hoy trabaja principalmente en la implementación de leyes para la libertad de información, el desarrollo de tribunales internacionales encargados de crímenes de guerra, crímenes en contra de la humanidad, y genocidio. También se enfocan en la transparencia y rendición de cuentas por las ganancias en los países que derivan de la explotación de los recursos naturales.
