The Open Government Partnership is a multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. Description
The Open Government Partnership (Alianza para el Gobierno Abierto) is an international platform whose purpose is encouraging open, transparent and responsible government for the people. It currently works in 65 countries committed to implementing a plan developed with a public consultant, continously reporting their achievements. The initiative was formally launched on September 20, 2011 in 8 countries (Brazil, Indonesia, Mexico, Norway, the Philippines, South Africa, the UK and the US) with a Declaration of Open Government and specific plans of action. 57 additional countries joined the initiative in the following two years.
The principles of the Declaration of Open Government are based on the Universal Declaration of Human Rights and the Convention Against Corruption. It provides acknowledgement of a need for open government, considering every government has different priorities and characteristics and goes through different stages in the openness process. They are committed to strengthening pledges fostering transparency and addressing corruption, empowering citizens and developing the necessary technology to track accountability on the road to openness and improvement. Thus, they are also committed to increasing access to information on government activities and supporting citizen participation, employing the highest management integrity standards.
As a way of guiding the plan’s development, the Partnership has a committee, comprised of government officials and civilian representatives, keeping up to the highest standards and the initiative’s continuity on the long run. It’s also supported by a unit designed to preserve institutional memory, managing external communications and ensuring continuing relationships, acting in a neutral position between governments and civilian organizations. The Independent Review Mechanism (IRM) tracks the progress among participating countries, publishing reports on them every two years. It’s comprised of a panel of international consulting experts and technical counselors, both with an important role in setting goals and perspectives, as well as guiding the employment and development of research methodologies.
