Description

The project Plataforma Nacional de Transparencia [National Platform for Transparecy] is part of the INFOMEX system of the Federal Institute for Information Access and Data Protection (IFAI). It is a platform that is intended to facilitate the location of portals that give access to information on mexican government bodies, through the design and implementation of a system that standardizes processes for information requests and responses.

In 2007, Mexico signed for a legal reform that required the different government institutions and bodies the use of mechanisms and remote means to ensure transparency. In response to this and in accordance with the Federal Act on Transparency, the IFAI designed a free to use electronic system capable of adapting to the governments and institutions needs all around the country.

With the publication of the Act approving the General Law of Transparency and Access to Public Information, the IFAI changed its name to National Institute for Information Access and Data Protection (INAI).

Plataforma Nacional de Transparencia performs several tasks. On the one hand, is responsible for managing information requests by individuals, through a System of Information Requests (SISI, in its Spanish acronym). SISI is a complex system that goes way beyond email management, since both requests and answers are known with immediacy and simultaneity by the unit of government to which they are targeted, and also by any user globally.

It is also responsible for implementing the system and make understandable its functioning. Administrators must pass a 115-day learning process, followed by the creation of working groups, constant revisions and meetings held in each jurisdiction, which is free to manage, sustain and drive the tool under its own criteria and policies. PNT provides personalized assistance, a working plans, and technical support, as well as the obligation to ensure the transmission of knowledge. On the other side, the commitments of each jurisdiction are: to allocate the computing infrastructure, operate and ensure the functionality of the system, and include it as direct and visible link in their own portals and websites.

It currently operates throughout the Republic in bodies such as: Chief Audit Office of Mexico, Federal Government, National Human Rights Commission, Federal Judicial Council, National Electoral Institute, National Institute of Statistics and Geography, Republic Senate, Supreme Court of Justice, or Electoral Tribunal of Justice of the Mexican Federation, among others.

Plataforma Nacional de Transparencia is in constant development and improvement. Version 3.0 aims to bring together in one site all Infomex portals across the country; include the Inclusite software for differently able people and create an advanced electronic signature that will be used for personal data, e-mail alerts and mobile application development.
